Pay / Experience
- C.E.R.B. will provide mediation and judgment for conflicts and offences,
whereby affording all Citizens the right to appeal.
Ø Generally speaking, the C.E.R.B. will
mediate a wide variety of appeals for criminal and civil cases, rendering a final judgment
on the case. C.E.R.B. will also provide administrative assistance to the
Citizen's Input Teams and assist in the operation of the Mall Review Board.
- Conflicts between two or more citizens will be classified as civil cases.
Ø The objective in civil cases is to find
a solution agreeable to all parties.
If a solution cannot be agreed upon, C.E.R.B. will make a final decision as to
the resolution of the dispute.
Ø If one or more parties
initially agrees to a resolution and then change their mind(s) – i.e. if someone agrees to apologize
and fails to do so, the findings of the case will be passed to the Mayor’s office
for a ruling.
- An appeal of a Ban issued by Security or a City official will be
classified as a criminal case. In the case of a criminal review, C.E.R.B. will only
handle bans resulting in an exclusion of fourteen (14) days or longer unless
said ban has been revised to permanent status. In the event of a permanent
ban, the Cybertown Evidentiary Tribunal has jurisdiction and C.E.R.B. will not
review the case.
Ø Permanent bans issued against
inappropriate nicknames will be discussed between C.E.R.B. and Security only if the
banned name is borderline or questionable. If C.E.R.B. and Security fail to come to an
agreement, the case will be passed to the Mayor’s office or Founder for a ruling. - C.E.R.B. will administer the volunteer program for the Cybertown Input Teams
(C.I.T.) and will assemble and assist the teams. In addition, C.E.R.B. will serve as liaison between the C.I.T. and the City Council and will
present the results of the C.I.T. findings.
- C.E.R.B. will provide a member to participate in the Mall Review Board (M.R.B.)
The Mall Review Board is the appeals board for the mall, and operates under the
guidelines of that group's charter.
- Areas of appeal / mediation excluded:
Ø Missing or stolen objects from homes or backpacks
Ø Employment
Ø Copyright Infringement
Ø Slander or defamation of character
Ø Cases deemed to pose a security threat
Ø Any illegal activity

- C.E.R.B. will utilize the Cybertown Constitution and current Unified Ban Policy (UBP)
to base their mediation decisions upon. It will use the Senior Participation Guidelines,
City Council Guidelines and Security Guidelines to assist them in making a fair and
equitable decision.
- C.E.R.B. will work from within currently established policies and mandates and is not a policy-making
committee. In the course of their work however, should inconsistencies in policies be found, C.E.R.B. would immediately inform the relevant department. An amendment to any policy must be
submitted, approved and placed into affect by a majority vote of City Council prior to any
decision that is not covered by any of the above guidelines.
- Citizens may not use the filing of a C.E.R.B. case to avoid a ban, which will remain in effect
until such time as a decision to the contrary has been made.
- C.E.R.B. will not have jurisdiction over the “no fault termination” clause. The clause states:
“A Colony Leader or City Chief, at their discretion may, at times, exercise a “no fault” termination,
demotion or reassignment of any staff member. “No fault” modifications of employment would not be
open to C.E.R.B. review.
- Any discussion of cases between C.E.R.B. and the Mayor, Deputy Mayor, Colony Leaders, Founder
and / or city advisors will be deemed as private and confidential. Disclosure of these private
conversations to third parties will result in a fine of not less than 5,000 cc’s, a ban of not
less than 30 days, and the loss of tools and C.E.R.B. position. Citizens that currently have a case
of any nature before C.E.R.B. should be included on the penalties of disclosing confidential information
and case will be immediately dismissed.
- One member of C.E.R.B. will be elected Chief by the C.E.R.B.
representatives. with confirmation by the Mayor, Founder or City Council. In
certain rare instances, such as but not limited to no candidates qualified or
representatives wishing the position, the Chief may be appointed by the Mayor or
Founder. The Chief must have at least 6 months experience as a C.E.R.B.
Representative prior to election to this position. The function
of the Chief will be to provide administrative support to C.E.R.B. members in
the performance of their duties. Under normal circumstances,
the Chief will not vote in appeals unless such vote is required to decide a vote
otherwise ending in a tie. The term of service for the Chief is one year
and there may be one re-election. The term of service will not include
any time served as a C.E.R.B. representative at large.

- To be considered for a position as a C.E.R.B. representative, candidates must have achieved or be
eligible for Elder status and be able to provide a minimum list of ten (10) supporters, five of
which must have also achieved or be eligible for Elder status.
- Candidates may not be connected to or working with any other department or group, or must be willing
to resign from all other positions if elected to C.E.R.B. This will assure an unbiased and objective
viewpoint.
- Candidates must have full knowledge of the Cybertown Constitution, Founders Guidelines, City Council
Guidelines, Security Guidelines, Colony Guidelines and Unified Ban Policy.
- Must be at least 18 years of age.
- Must pass a thorough security background check and interview prior to being accepted as a candidate
for election. The result of the check will be presented to the Founder and the Mayor’s Office.
The check will also act as a final verification that the candidate meets all requirements.
- C.E.R.B. will consist of five (5) representatives, elected at large from the
City. In the event of an open position(s) in C.E.R.B., applications for
participating in an election will be accepted. Following determination
that the candidate satisfies the qualifications to serve, the candidate will be
informed and may begin campaigning. Campaigning may be city wide and may
consist of advertising posts on appropriate message boards and/or debates with

The election for a candidate will be run under the auspices of the C.E.R.B.
Chief, which will provide a secure ballot.
In the event there are fewer candidates than openings for C.E.R.B.
representatives, the C.E.R.B. Chief may be authorized to hire the candidates,
following successful completion of the qualification procedure, including the
security background check.
The term of service of each C.E.R.B. member will be one (1) year. A
member may run for re-election one time.

- C.E.R.B. will review all evidence by conducting interviews and seeking logs and / or
screenshots when possible. It may also petition Security or Colony Leaders for information
regarding C.E.R.B. investigations.
Ø Any information that a Colony Leader
or the Security Commissioner feels is sensitive to the security of the city or its citizens may
be presented to the Mayor’s office or Founder for a ruling.
Ø Information that is judged to pose a security
risk will be termed as “priority information” and outside of the scope of C.E.R.B. jurisdiction.
- Failure of a claimant to produce corroborating evidence may result in dismissal of the case.
- Any person who knowingly withholds, alters or falsifies evidence may be subject to a permanent ban.
- C.E.R.B. will present their findings to the Security Commissioner, the Colony Leader of the
claimant’s respective colony and the Mayor’s office along with a request that appropriate action be
taken based upon those findings. If there is any reason, which any party feel that the ruling might be
potentially harmful, then they must notify the Mayor's Office within 48 hours in writing.
- All decisions of C.E.R.B. are final. On occasion, Mayor’s office or Founder may overturn the
rulings of C.E.R.B.
- A member of C.E.R.B. may be removed from that position if they knowingly withhold, alter or
falsify evidence, or if they are involved in public dispute, disruptive or destructive behavior
within the city.
- All evidence presented to C.E.R.B. will be deemed as private and confidential.
